This basement wall is sheering. The bottom row of block is held in place by the floor, but the blocks above that have begun to slide inward! This is a serious sign of a leaning or bowing wall and should be addressed immediately.
Efflorescence is a white powdery substance that is minerals left behind when water has been present.
Cracks like this mean it's time for action! If left untreated, the wall will very likely continue to collapse inward.
