The detail between the foundation wall, the sill plate, the rim joist, and the sub flooring allows for significant air leakage from the outside...especially when pipe wire penetrations are added. It is also this rim joist area that is often poorly insulated. Even when your rim joist is insulated with fiberglass bats, the outside air will still leak in through the bats, because this form of insulation acts as a filter. Spraying expanding foam insulation on the inside surface of the rim joist, to cover the sill plate down to the top of the basement wall, not only seals all air leaks very effectively, but it insulates as well.
